Chico Police Arrest Sex Offender for Violating Registration

Chico, CA – On Thursday, January 18, 2018, shortly after 9:30AM, members of the Chico Police Department Detective Bureau and TARGET Team, made contact with and arrested a man known to be a registered sex offender who was illegally squatting at a residence located in the 1200 block of Nord Avenue. 55-year old Allen Starr Brown, of the Fresno area, is facing numerous felony charges stemming from failing to properly register with authorities in Butte County upon relocating to the area.

Detectives received information Brown was illegally squatting at a Chico residence. Prior to being contacted it was determined he has not properly registered since his release from prison in 2016 for previous offenses.

Brown was arrested for failure to register after being released from incarceration, failure to register after relocating to a new jurisdiction, failure to register on his birthday and possession of methamphetamine.

Brown is being held at the Butte County Jail pending charges.

The City of Chico currently has over 200 registered sex offenders residing within the city.  Sex Offenders are required by the law to update their registration information with the law enforcement agency where they reside.  Sex Offenders must register within 5 working days of moving, 5 working days within their birthday every year, or 5 working days after they have been released from custody.  Transients must update their transient location every 30 days with a local agency.
